The Broward County Board of County Commissioners is seeking qualified candidates for Assistant Benefits Manager with the Employee Benefit Services Section of the Human Resources Division.

Employee Benefits Services is the section of Human Resources that specializes in the benefits offered to all Broward County employees, including retirees. The County offers a range of employee benefits that include medical insurance, spending accounts, optional plans, and wellbeing programs.

This is an exciting opportunity to join a dynamic Human Resources team and help us champion a culture of engagement, continuous development and performance excellence throughout the County.

In this role you will:

  • Administer employee benefits programs such as retirement plans; medical, dental, vision plans; life insurance plans; temporary disability programs; and wellness programs.
  • Supervise Benefits staff to include: recruitment and selection; orientation, training, coaching, counseling, and disciplining employees; planning and monitoring assignments and evaluating performance.
  • Provide benefits orientation to large groups of employees.
  • Manage the annual employee benefits open enrollment process.
  • Evaluate and compare County benefits programs with those of other employers by researching other plans and employee eligibility requirements; monitoring trends, surveys and other sources of information; analyzing results of research; working with consultants on future cost projections, and developing specific recommendations for review by leadership.
  • Facilitate the procurement and request for proposal (RFP) process for benefits-related bids.
  • Assure compliance with federal, state, and local legal requirements by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements and advising management on needed actions.
  • Handle benefits inquiries and complaints to ensure quick, equitable, courteous resolution, and resolve such questions by interpreting benefit policies and procedures, establishing and maintaining working relationships with benefit providers and interacting with vendors.
  • Implement approved new plans or changes to existing plans by preparing announcement materials, plan summary documents and other media for communicating plans to employees.
  • Advise and counsel management and employees on the effective utilization of existing benefits.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications, establishing personal networks and participating in professional organizations.
  • Contribute to team effort by accomplishing related results as needed.

General Description

The position supervises day to day activities of the Employee Benefits section, assists in complex employee benefit matters; makes benefits policy recommendations; provides interpretation of benefit plans, and helps lead new and ongoing employee benefits projects.


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Supervises section staff; assigns, coordinates and reviews work and monitors performance in order to deliver timely and efficient staffing services to customers; drafts and co-administers performance evaluations.
  • Oversees benefit related activities and responsibilities; provides solutions for escalated benefit customer service issues utilizing all resources for the County's benefit plans; recommends improvement to the County's benefit plans including design, communication methods, and procedures; assists with development, review and presentation of open enrollment material for County's benefit plans.
  • Supervises day-to-day oversight and activities; assists in complex personnel matters; makes policy recommendations; provides interpretation and guidance in the application of the County's labor agreements, employment laws, and County rules.
  • Performs related work as assigned.


Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Emergency Management Responsibilities

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, human resources or closely related field. 

(Two years of relevant experience may be substituted for each year of required education.)

Requires four (4) years of professional work in the area of employee benefits services including two (2) years of supervisory lead work experience.

Benefits leadership experience in a local government work environment is highly preferred.

Special Certifications and Licenses



  • Masters degree in Human Resources or Business Administration
  • Three (3) years or more of supervisory experience in Human Resources and/or Benefits Administration
  • Three (3) years or more of benefits experience in a local government agency
  • Public Sector benefit plan procurement and contracting experience
  • Demonstrated knowledge of self-insured health/pharmacy plans
  • PHR/SPHR, SHRM-CP/SCP, Project Management Professional (PMP), Certified Benefits Professional (CBP), and/or Certified Employee Benefit Specialist (CEBS)
  • PeopleSoft Benefits experience
  • HIPAA Security and Privacy experience
  • Proficient with MS Office suite of products
