













Description
Provides benefit program assistance to the Deputy Director of Human Resources and Benefits division. Coordinates all employee leave and away from work programs administered by the Department of Human Resources. Assists with employee annual open enrollment, meets with employees and vendors as needed and ensures compliance with the various administered programs. Serves as a back up to the Benefits Administrator and Benefits Compliance Administrator and assists them as needed.
Essential Job Functions
- Manages all leave and away from work programs for County employees. These include, but are not limited to, the Family Medical Leave Act, paid-parental leave, long-term disability, accident leave related to Workers’ Compensation, leave sell back, leave donation, new hire leave transfer, life insurance and military service.
- Administers the employee’s supplemental income benefits, processes paperwork, assists employees, and liaisons with the vendors.
- Responds to public and employee inquiries and provides information and assistance regarding Personnel Policies and Procedures, health insurance and other benefit questions, employee programs, and confidential records.
- Meets with employees about their benefits.
- Prepares and processes letters, memos, forms and reports pertaining to employee benefits.
- Maintains supply of informational materials on benefits for distribution to employees.
- Assists the benefits division during new employee orientation sessions and serves as a back-up presenter.
- Coordinates with the Deputy Director on the administration of special projects and serves on committees and teams as assigned.
- Prepares and coordinates the life insurance (whole and term) and long-term disability claims.
- Advises employees and retirees regarding retiree (Medicare and pre-Medicare) health insurance.
- Manages House Keys 4 Employees Program. Assists employees with application process and processes program applications.
- Manages the Leave Donation Policy.
- Trains employees on the various leave programs as needed.
- Assists with the recruitment process as needed.
- Performs other related job duties as assigned.
Requirements
Education and Experience:
Bachelor’s degree in Human Resources Management or related field. Two (2)) years progressively responsible experience in Human Resources, or an equivalent combination of education, experience and training.
Licenses or Certifications:
One of the following human resources certifications preferred: PHR, SPH, SHRM-CP, SHRM-SCP, IPMA-HR, IPMA-SCP, CEBS.
Special Requirements/Qualifications:
Work is subject to frequent interruptions.
Knowledge, Skills and Abilities:
- Knowledge of program and administrative support procedures.
- Knowledge of Microsoft Office suite of products, HRIS systems.
- Knowledge of HR Principles and practices.
- Knowledge of legal and regulatory environment, including HIPAA, and FMLA.
- Knowledge of benefit policies, procedures and laws
- Ability to self-direct and self-motivate.
- Ability to assist in establishing, documenting and maintaining records and reports.
- Ability to project high energy level and enthusiasm.
- Ability to communicate effectively both orally and in writing with effective presentation skills.
- Ability to perform program and administrative support work efficiently and accurately.
