Human Resources Officer I - Benefits

OPENING DATE: 06/17/2022
 
CLOSING DATE: 07/01/2022 - End of Business Day

SALARY: $38,856 - $63,142 Annually 

HOURS: 8:00 A.M. - 4:30 P.M. Monday through Friday (May be required to work afterhours) 

MAJOR FUNCTIONS:

Due to growth, The Volusia Sheriff’s Office is seeking a Human Resources Officer I – Benefits Specialist for the Human Resources Section located in Deland, Florida. The selected candidate will be responsible for assisting with the administration of all benefits and leave programs, including medical, dental, vision, life insurance, short- and long-term disability, and Family Medical Leave (FMLA).

ILLUSTRATIVE DUTIES:

  • Ensures the accuracy of all benefits enrollments in the HRIS to provide vendors with accurate eligibility information.
  • Assists with new-hire orientations.
  • Performs quality checks of benefits-related data.
  • Assists employees regarding benefits claim issues and plan changes.
  • Distributes all benefits enrollment materials and determines eligibility.
  • Enrolls employees with carriers and process life status changes.
  • Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries.
  • Processes and administers all leave-of-absence requests and disability paperwork: medical, personal, disability and FMLA.
  • Effectively interprets FMLA and ADA implications as they relate to leaves of absences/disabilities.
  • Knowledge of HIPPA policies and procedures. 
  • Handles employee benefit termination process.
  • Assists with the open enrollment process.
  • Works closely with the Workers Comp. Specialist
  • Provides necessary reports for allocation/billing charges.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • May be assigned to other locations based upon operational needs.
  • Responds to emergency situations.
  • Performs other duties as assigned.


Requirements

Bachelor's degree in Business or Public Administration, Human Resources or related field.  A comparable amount of education and experience may be substituted for the minimum requirements.

*A pre-employment skills test may be required.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the principles and practices of benefits administration.
  • Knowledge of laws, ordinances, regulations, and statutes as they relate to benefits administration.
  • Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess and blend information and recommendations from a wide variety of sources.
  • Knowledge of modern office practices.
  • Able to interpret VSO Human Resources policies and consult with employees and management in answering questions and solving problems.
  • Able to work with employees and management in solving various benefits and leave related problems.
  • Able to accurately assess performance problems and use sound judgment to recommend an appropriate intervention.
  • Able to plan, prepare and deliver effective training programs that produce measurable results for the organization.
  • Able to perform dynamic presentation and public speaking skills, as well as excellent communication and interpersonal skills.
  • Able to work under high stress levels with frequent interruptions and with tight and often changing deadlines.
  • Able to communicate effectively, both orally and in writing.
  • Able to establish effective working relationships.
  • Must be able to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.

ADA REQUIREMENTS:

Mental Demands: Ability to read and comprehend technical journals, manuals, legal documents, financial statements. Ability to write reports, summaries, letters, memos, journals, and manuals. Ability to analyze data and develop conclusions. Ability to speak publicly and extemporaneously. Ability to perform basic mathematical functions.

Physical Demands: Sedentary work. Ability to talk, hear, see, and drive. Finger dexterity.
 
Environmental Demands: Inside work.
