Position Summary:
As a leader in the organization, high level engagement and inspirational leadership is expected to build positive team dynamics, organizational integration and external partnerships with contractors.
Reporting to the President/SOO, the Director- Human Resources is responsible for leading programming and service delivery of a diverse portfolio comprising: Human Resources and Occupational Health and Safety. The Director requires strong project management and change management skills and the ability to work with a wide range of diverse professionals both internal and external. The position operates with general authority to ensure that HR programming and services meet the needs of the organization, adhere to best practice and are compliant with legislation, regulations and guidelines. The position has the authority to develop an HR strategy that supports organizational strategic goals. The position may not make changes to policies that have a significant financial impact or could be viewed negatively by the workforce or the public without endorsement from the President and Senior Operating Officer.
Primary Role and Responsibility:
- Leads the development and delivery of a comprehensive range of HR services that facilitate the development of an employee-oriented, high-performance culture and the recruitment and ongoing development of a highly engaged workforce.
- Models dedication, commitment and resourcefulness in supporting the mission and achievement of the CC/CL vision
- Models desired behaviours, provides guidance and sets clear expectations in order to build an empowered and engaged HR/OHS team committed to meeting standards of service excellence
- Works closely with direct reports to develop a shared vision for the department and translate strategic priorities into operational plans
- Demonstrates leadership courage in addressing concerns and issues in a respectful and timely manner
- Provides advice and guidance to organizational leaders in navigating complex or sensitive issues, managing employees and cultivating the ideal culture
- Embraces and promotes diversity, equity and inclusion across the organization and encourages the continued development of positive relationships between management and staff through open, honest, and timely communication
- Effectively forecasts future organizational needs and proposes opportunities for new initiatives and improvements to sustain a competitive advantage in the labour market.
- Participates as a member of the leadership team and contributes to organizational planning and performance
- Analyzes data from a variety of electronic sources and provides the President and Senior Operating Officer with valuable insights and clear and concise explanations in a variety of formats
- Formulates and successfully executes an HR strategy that aligns with the business strategy in order meet current and future workforce needs and achieve the desired end state
- Identifies and analyzes pressures from labour market competitors and develops well thought- out short term and long-term mitigating strategies
- Develops HR systems and policies which complement the business strategy and sets the organization apart from its' key' competitors
- Design, develops and executes initiatives, based on best practice for all core human resources policies and programs, including succession and career planning, performance development recruitment, onboarding and employee retention, etc.
- Fosters a safety culture including employee wellness, safe workplaces, proper training, and legal compliance by developing health and safety programs aimed at ensuring workers are protected, risks are minimized, and a healthy and safe workplace is maintained
Provides the framework for the delivery and monitoring of quality focused and programs and services that are compliant with all applicable legislation, regulations, policies and practices.
- Ensures monitoring, audit and compliance processes and infrastructure meet OH&S regulatory requirements and standards in Alberta
- Understands what is required and guides the organization in critical decisions relating to quality HR services and programming
- Conducts organizational analysis of HR activities and collaborate with key internal partners to gather authentic feedback and identify prevalent HR concerns
- Continuously reviews department efficiency and effectiveness in the context of the HR strategic plan
- Measures the efforts of the HR team to ensure those efforts are yielding success and the organization is being provided with excellent HR service quality
- Fosters a safety culture including employee wellness, safe workplaces, proper training, and legal compliance by developing health and safety programs aimed at ensuring workers are protected, risks are minimized, and a healthy and safe workplace is maintained
- Proactively identifies and integrates enhancements into policies and frameworks to mitigate risk
- Identifies metrics that will connect and feed into each other in a way that tells a compelling, holistic and life-cycle-driven story in support of the HR strategy and business vision
- Establishes and maintains a robust network of internal and external stakeholders who can positively influence the organization.
- Identifies primary and secondary stakeholders (internal and external) and strategize how best to engage with them for the benefit of HR and the organization
- Engages in and encourages consultation and collaboration with key internal stakeholders and subject matter experts including existing employees in order to ensure the HR strategy is on point
- Establishes and maintain a robust network of human resource professionals in associated organizations in order to benefit from their knowledge and experience
- Establish synergistic relationships with representatives of Covenant Health, Alberta Health Services, Alberta Health, other government departments, Alberta Continuing Care Association (ACCA) and other providers of continuing care services in Alberta
- Seek to understand the impact of changes on internal and external stakeholders, engage key stakeholders in change process and manages risks and benefits accordingly
- Plans and allocates resources, authorizes and controls expenditures, and is accountable for overall resource management for the HR portfolio.
- Prepares annual operating budget based on service delivery expectations
- Monitors monthly spending and provides explanation for variances
- Investigates and recommends new and/or approved technologies that enhance processes and are cost beneficial
- Prioritizes, advances and champions resource requirements on behalf of program
Requirements
Qualifications:
- Formal Education
- A degree in HR management or a related business discipline is required. Designation as a Chartered Professional in Human Resources (CPHR) is preferred
- Experience
- Must have a minimum of five years', directly related management experience in Human Resources including management, organizational leadership and financial planning. Experience providing HR services in a healthcare environment is required
- Special Knowledge & Skills
- Must have a strong client focus, a commitment to quality and safety as well as a results-oriented management style. Must have excellent interpersonal, conflict resolution and negotiation skills and a proven ability to build a strong, committed team willing to work consistently toward organizational goals and objectives
- Membership with Human Resources Institute of Alberta (HRIA) is preferred
- An equivalent combination of education and experience will be considered
- Must have a valid Driver's License and access to a vehicle in order to travel within Alberta
