Under general supervision of the Town Manager.
The following duty statements illustrate the job's essential functions and do not include other non-essential or marginal duties that may be required. The Town of Snowmass Village reserves the right to modify or change this job's duties or essential functions at any time.
- Oversees the recruiting and hiring process for the Town. Teams with Department Directors to recruit and hire top talent. Makes hiring recommendations. Develops best practices related to the process. Oversees the Town’s employment application process.
- Organizes and conducts new employee orientations, open enrollment meetings, employee check-ins, stay interviews, and exit interviews. Orchestrates the Town’s onboarding process.
- Directs performance management; leads performance review process and guides; coaching, disciplinary action, terminations, grievances, mediations, investigations, and conflict resolution throughout the organization.
- Ensures a safe and healthy work environment for all employees by overseeing the wellness program and adherence to related policies such as EEO, conflict of interest, etc.
- Stays current, interprets, implements, and enforces FMLA, FLSA, ADA, HIPAA, COBRA, and all other local, state, and federal employment laws.
- Ensures compliance with public health emergencies and develops, updates, and revises related and appropriate policies as needed.
- Handles all FMLA, ADA, and Workers Compensation claims. Conducts the ADA interactive process when needed, keeping payroll informed as needed, and ensures the appropriate and safe return of employees to the workplace.
- Completes the EEO-4 report every other year.
- Negotiates benefit plan renewals for medical, dental, vision, life, retirement, disability, supplemental insurance, FSA, and EAP. Directs open enrollment and oversees all benefit education for all employees.
- Develops annual plan, coordinates, communications, and provides training for organizational, supervisor, and employee development.
- Promotes team building and develops recognition efforts and programs.
- Develops and enforces employee handbook; writes, revises, and interprets personnel policies, rules, and procedures.
- Teams with Department Directors to maintain and updates job descriptions.
- Directs compensation plan, strategy, and philosophy, conducts, coordinates, and responds to salary surveys, researches, and analyzes options.
- Directs the coordination of personnel records and related record-keeping requirements.
- Facilitates the employee committee.
- Provides up-to-date human resources information and employee communications via Sharepoint
and email. - Supports department directors with improving inter and intra-departmental communications, as
needed. - Oversees the human resources pages of the TOSV website, including but not limited to accurate
job postings. - Completes annual HR metrics.
- Develops and monitors an annual budget.
- Is easily accessible and encourages input and communication with employees.
- Maintains strict confidentiality.
- Performs other duties as assigned, required, or requested.
Requirements
- Demonstrates knowledge and expertise in personnel recruitment, selection, training,
compensation, and benefits administration. - Maintains current knowledge of human resources employment laws and regulations.
- Establishes and maintains cooperative working relationships with co-workers, department
directors, elected officials, and employees. - Communicates effectively through all mediums, such as email, reports, phone, and verbally.
- Maintains a high level of integrity and professionalism when dealing with ethical and legal
situations. Maintains strict confidentiality. - Excellent written and oral communication skills.
- Strong analytical and problem-solving skills.
- Thorough knowledge of employment-related laws and regulations.
- Proficient with Microsoft Office Suite or related software.
