Champaign Public Library seeks an experienced and collaborative Human Resources Manager to lead all aspects of human resources operations. This position oversees a wide range of human resources functions, including recruitment, onboarding, employee relations, benefits administration, training and development, performance management, compensation support, and compliance with employment laws and policies.
As a trusted resource for staff and supervisors, the Human Resources Manager provides guidance, coaching, and support while fostering a respectful and welcoming work environment. This role works closely with Library Administration and the City of Champaign Human Resources Department on benefits, workforce planning, employee engagement initiatives, and organizational development efforts. The position also coordinates staff training programs and professional development opportunities, maintains confidential employee records, and supports a variety of administrative functions.
Requirements
Bachelor degree in Human Resources, Business Administration, or related field (required)
SHRM-CP, SHRM-SCP, or PHR certification (required)
Experience working in a library, educational, or municipal environment (preferred)
Experience working with collective bargaining and labor relations (required)
Minimum of 3–5 years of progressive HR experience, preferably in a public or nonprofit setting
Strong knowledge of employment laws and HR best practices
Knowledge of Spanish and/or French is helpful
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
