Marketing Statement:

The Washington Metropolitan Area Transit Authority (WMATA) Occupational Health and Wellness (OHAW) department is seeking an experienced  Employee Assistance Program Counselor who will be responsible for clinical services including assessment for mental health & substance abuse, surveillance, drug and alcohol testing, referrals, case management, and counseling to all Metro employees referred to the Employee Assistance Program (EAP). The incumbent is also responsible for developing and implementing treatment plans for clients, developing and  facilitating outreach and educational content, confidentially maintaining all client-related paperwork, conducting risk assessments, and performing crisis intervention when necessary. The ideal candidate will be proactive, flexible, have excellent interpersonal and communication skills, be a responsive team player,  and exercise discretion in a complex occupational health setting. This role is critical to OHAW operations and requires a strategic thinker who is and highly organized, empathetic, an adept problem-solver, and skilled multitasker. 

Minimum Qualifications:

Master's degree in clinical psychology or related human relations field from an accredited university or college.  A minimum of three (3) years experience in EAP counseling and certification as a Certified Employee Assistance Professional (CEAP) and/or as a certified Breath Alcohol Technician (BAT) required.

Or, an post-high school education and more than three (3) years of EAP counseling experience and certification as a Certified Employee Assistance Professional (CEAP) and/or as a certified Breath Alcohol Technician (BAT) required.

Ability to satisfactorily complete the medical examination for this job.  The employee must be able to perform the essential functions of this job either with or without reasonable accommodations.

Job Summary/Duties:


This position is responsible for providing within the WMATA Employee Assistance Program (EAP) the following clinical services: accurate, timely  assessment, referral, case management, short-term counseling, and  EAP surveillance alcohol & drug testing services, as indicated, for all Authority employees; and EAP related consultation and training as well as alcohol and drug training services for Authority management employees.  This position is also responsible for maintaining accurate, complete employee EAP Records; timely, accurate EAP activity reports including statistics; and assists in developing a competent, reliable, and accessible network of treatment providers and community resources that are covered by the Authority's various health insurers.  The position has considerable latitude for independent judgment within established EAP procedures. The position reports to the EAP Supervisor.


Provides clinical services including assessment, referral, case management, short-term counseling and EAP surveillance alcohol & drug testing, as indicated, for  all Authority employees referred to the EAP.

Works with the treatment provider, when indicated, in the development of a continuing recovery plan tailored to the affected employee's needs.

Provides EAP related consultation and training services as well as alcohol and drug training services to all Authority management employees.

Creates and maintains timely, comprehensive and accurate weekly and monthly EAP activity reports including statistics, and Compliance Testing statistics as required.

Assists in development of a competent, reliable, and accessible network of treatment providers and community resources that are covered by the Authority's various health insurers.

Assists in the development and implementation of effective EAP related training and education programs both at Branch and Authority-wide levels including development of training materials for both management and employees.  Assists in the development, implementation and practice of all EAP related policies and procedures to ensure compliance with all Authority policies and procedures especially the Substance Abuse and Employee Assistance Program Policies.  Interacts significantly on a daily basis with the EAP Supervisor, and other Medical personnel as needed, to recommend courses of action on referrals and case management.

Prepares chronology of events as needed for the Joint Labor Management Committee, through the EAP Supervisor, on employees who request a review of their case before the committee.

Prepares and maintains cogent clinical EAP Records that accurately and completely  document intake interviews, assessments, referrals, case management follow-up interviews and treatment provider progress reports, and the results of all alcohol and drug tests.

Performs chain-of-custody urine collection for drug testing and breath alcohol tests on employees as assigned, and enters negative alcohol tests from these tests into the CTP (Heidi) tracking database.

Researches and prepares concise oral/written recommendations on the latest developments in the employee assistance program field based on surveys of other public/private EAPs.

Prepares and presents in-service training events to EAP staff on the latest developments in the employee assistance program field.

Assists in the development and implementation of a comprehensive, effective and continuous EAP marketing program to improve utilization of services among employees.

Assists in the development and implementation of a comprehensive continuous improvement program evaluation procedure
