Description
Kelly Services is working to identify a Regional Human Resources Manager in Wilburton, OK 74578.Title: Regional Human Resources Manager
Hire Type: Direct Hire
GENERAL DESCRIPTION OF POSITION: Responsible for implementing human resource practices by advising managers and providing information to employees in multiple functional areas and locations, including employee relations, training, employment, labor relations, performance evaluation, organizational structure, tuition reimbursement, workers compensation, and employment equity programs. Ensures compliance with HR-related legal and administrative policies. Manager will work will multiple sites - both domestically and/or globally.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages employee data and assists managers with employee needs.
- Interviews, screens, and recruits job applicants to fill job openings.
- Monitors employment needs for the assigned facilities.
- Extends job offers for hourly and salary employees and coordinates the employment process, including physical exams, background checks, and report-to-work dates.
- Serves as the primary human resource representative.
- Reviews employee complaints and ensures that concerns or issues are documented accurately and in a timely manner, manages actions to resolve employee issues, manages the disciplinary process for employees, administers and explains benefits, conducts investigations and writes reports, and conducts safety trainings.
- Manages personnel files.
- Maintains data on terminated employees so that accurate information is readily available when performing verifications of employment.
- Answers employment verification for loans, unemployment, new employers, etc. Implements and interprets policies and procedures as defined in the personnel policies.
- Maintains the employee handbook to include drafting revisions, publishing the revised handbook, distributing the handbook, and documenting receipt of the handbook.
- Coordinates the necessary revisions to personnel policies with other staff as required. Drafts company and human resource communications such as memos and disciplinary warnings. Coordinates the administration of the performance evaluation process.
- Collects affirmative action and equal opportunity information.
- Submits online investigation requests, manages employee background checks, and coordinates new-hire orientation.
- Manages the unemployment process with the state unemployment agency, including answering claim information requests and representing the company in unemployment hearings.
- Ensures that documentation is accurately completed, including I-9 forms and other new-hire documentation.
- Performs other related duties as required or assigned.
SUPERVISORY RESPONSIBILITIES
- May supervise non-supervisory employees
- Interviewing and training employees; planning, assigning, and directing work; appraising performance, rewarding, and disciplining employees; addressing complaints and resolving problems.
POSITION QUALIFICATIONS
- Knows relevant laws affecting human resources and payroll, including but not limited to safety, medical and military leave, payroll, HIPAA, payroll, etc.
- Maintains up-to-date knowledge of the Fair Labor Standards Act (FLSA), the Family Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), insurance and benefit laws, and other state or federal laws.
- Effectively communicates information and responds to questions in person-to-person and small group situations with customers, clients, the general public, and other employees of the organization.
- Maintains confidentiality and uses discretion with business and personal information.
- Reads and understands documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals.
- Writes routine and non-routine reports and correspondence.
- Applies concepts such as fractions, ratios, and proportions to practical situations.
- Provides accurate work on a consistent basis. Utilizes common-sense understanding and calls upon professional expertise to carry out written, oral, or diagrammed instructions.
- Deals with problems involving several known variables in situations of routine and non-routine nature.
- Plans the time, method, manner, and/or performance sequence of own work; may also occasionally assist in planning and setting priority work assignments performed by others within a limited area of operation.
- Frequently makes decisions of both minor and major importance, which may affect the work operations of other employees and/or clientele to a moderate degree.
- Completes some moderately repetitive tasks.
- Uses noncomplex machines and equipment (adding machines, calculators, copy/fax machines, etc.)
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in human resources, business, or a related field (required).
- Five to seven years of relevant experience in human resources, benefits, or a related field (required).
- Computer Skills Intermediate: Alphanumeric data entry, Microsoft Office suite, human resource systems.
- Certificates and Licenses PHR (required). SPHR (preferred)
