The City of Biddeford is seeking a Deputy Director of Human Resources to support our professional, people-focused HR team. This position works closely with the HR Director to ensure smooth, efficient operations across all core HR functions — including benefits administration, payroll reconciliation, recruitment, policy updates, and employee development tracking.
We’re looking for someone who:
Brings strong HR and administrative experience, especially in benefits and recruiting, and has experience in managing day-to-day HR operations.
Communicates clearly and with empathy and handles sensitive information with discretion; a candidate who values collaboration, wellness, and work-life balance.
Has a strong understanding of State and Federal employment laws, particularly around leave management and ADA requirements
Appreciates making improvements to processes and practices, writing SOP’s (standard operating procedures), and wants to create a positive and supportive employee experience.
This position provides key support for HR programs, employee engagement, and compliance - helping to strengthen our workplace culture while the HR Director manages strategic and labor-related initiatives.

Salary: $80,000 - $105,000; full benefits; four-day work week!!

Requirements
Required Qualifications
Strong working knowledge of benefits administration, recruitment, HR recordkeeping, and applicable employment laws.
Exceptional organizational, analytical, and communication skills.
Demonstrated ability to handle confidential information with discretion.
Collaborative, professional, and approachable.
Detail-oriented, proactive, and able to manage multiple priorities.
Skilled at balancing employee support with organizational compliance.
Comfortable taking ownership of administrative and operational responsibilities while deferring complex labor relations, contract, or disciplinary issues to the HR Director.
A willingness to demonstrate a commitment to the City of Biddeford's work around diversity, equity, accessibility, and inclusion
Preferred Qualifications
Bachelor’s degree in Human Resources, Public Administration, or a related field
Progressively responsible HR experience in the public sector preferred but not required
Proficiency with HRIS and Microsoft Office Suite; experience with Paylocity or similar systems a plus.
