SALARY RANGE
The starting salary range for this position is $121,040 - $151,300 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $181,560, annualized.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

HR Analyst - Lead
Overview
The Lead HR Analyst provides advanced professional expertise in compensation, benefits, total rewards, and HR analytics to support organizational and workforce decision-making. Reporting to a Manager, this role leads and coordinates complex analytical work, provides technical guidance to HR staff, and serves as a subject matter expert on compensation, benefits, and workforce data. The position analyzes and interprets workforce and market data, develops insights and reports, and supports strategic workforce planning and collective bargaining activities. The Lead HR Analyst supports the administration and continuous improvement of compensation and benefits programs and HR systems to ensure accuracy, efficiency, competitiveness, and compliance. This role also leads and participates in cross-functional projects to implement program, process, and system changes in response to evolving organizational and regulatory needs.
Responsibilities
- Provides advanced professional expertise in compensation, benefits, total rewards, and HR analytics. This role leads and coordinates assigned work activities for compensation analysts and benefits administration staff, provides technical guidance and mentoring, and performs quality review to ensure accuracy, consistency, and timeliness of work products. Serves as a technical resource and escalation point for complex issues and supports the Manager in maintaining timely, compliant, and high-quality service delivery.
- Performs and supports the work involved in ongoing administration and coordination of compensation and benefits programs, including salary structures, job evaluation, market pricing, internal equity analysis, annual salary planning, and benefits program administration. This role supports full-cycle compensation and benefits processes within HR systems, reviews compensation analyses and recommendations, evaluates program effectiveness, and provides research and recommendations to inform enhancements that support competitiveness, sustainability, and alignment with organizational objectives.
- Leads and participates in projects related to compensation, benefits, HR analytics, and systems improvements to enhance operational efficiency, maintain compliance with changing regulations, and implement updates to evolving pay and benefits programs. This performs project planning, coordination, tracking, and risk mitigation, collaborates with cross-functional stakeholders, and supports change management efforts to ensure successful adoption of new programs, policies, processes, and technologies.
- Ensures the integrity, accuracy, and effective use of HR systems and data by maintaining clean and reliable compensation, benefits, and workforce information. The role partners with HR technology and IT teams to support system implementation, integration, optimization, and data governance.
- Monitors compensation and benefits practices for compliance with applicable laws, regulations, collective bargaining agreements, and internal policies, and provides analytical and data-driven support for collective bargaining negotiations, costing, and implementation.
- Serves as a senior consultant to HR leadership and business units by analyzing and interpreting workforce, compensation, benefits, and labor market data. The role collects, validates, and evaluates HR metrics and trends to identify risks, opportunities, and emerging issues, and translates complex analytical findings into clear, actionable insights that support strategic workforce planning, organizational design, total rewards decision-making, and collective bargaining strategy.
- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Qualifications
Education
- Bachelor's Degree in Human Resources, Business Administration, Public Administration, Finance, Economics, Statistics, Data Analytics or a related field. required.
- Equivalent (year-for-year) experience may substitute for a degree.
Experience
- 8+ years of progressively responsible experience in human resources with a strong emphasis in compensation, benefits, or total rewards administration is required.
- Experience applying data using reports and dashboards to develop actionable business or organizational insights preferred.
- Experience in public sector and with a unionized workforce is preferred.
Licenses and Certifications
- Industry-recognized certifications such as Certified Compensation Professional (CCP), Certified Employee Benefit Specialist (CEBS), SPHR, or SHRM-SCP preferred.
- Project Management Professional (PMP) or six sigma certification a plus.
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
- Strategic Business Acumen: Strong understanding of how workforce data and total rewards programs support organizational goals.
Data Analytics & Interpretation: Expertise in collecting, analyzing, and translating HR data into actionable insights. Advanced proficiency in Microsoft Excel (formulas, pivot tables, lookups, conditional logic, and modeling). Knowledge of HR data visualization and reporting tools (e.g., Power BI, Tableau, or similar). - Compensation & Benefits Expertise: Specialized knowledge in market analysis, salary administration, benefits design, and program compliance.
- Communication & Consultation: Ability to present complex data clearly, influence decisions, and consult with all levels of leadership.
- HR Systems Knowledge: Knowledge of modern cloud based HR systems such as Workday, Oracle, or SAP; familiarity with compensation tools such as PayFactors and JDXpert.
- Project & Process Management: Ability to coordinate and manage multiple concurrent projects across functional areas.
- Continuous Improvement Mindset: Commitment to process optimization, innovation, and professional growth in HR analytics and total rewards.
- Change Leadership: Skilled in leading teams and stakeholders through transformation, technology upgrades, and program evolution.
- Leadership & Mentorship: Skilled in mentoring team members and contributing to leadership development within HR functions.
- Must be proficient in reading, writing and speaking English.
