Job Summary
You will lead the design, build, and maintenance of learning programs and digital content, creating systems, templates, and tools that drive consistency and efficiency across the organization. In this role, you will combine instructional design expertise, digital learning production, people leadership, and cross-functional collaboration to deliver high-impact results.
You will serve as the connector between Operations, HR, and functional leaders, ensuring that learning and recruitment efforts are integrated, prioritized, and aligned. You will leverage technology and AI tools to enhance scalability, improve efficiency, and elevate the participant experience.
In addition to leading learning and leadership development initiatives, you will provide direct oversight and strategic direction for the Corporate Recruiter function, ensuring alignment across recruiting and organizational development initiatives. You will ensure that learning, recruiting, and communications strategies are integrated, scalable, and aligned with the Texas PSF strategic plan.
Duties & Responsibilities
Learning & Talent Development
Lead the end-to-end design and enablement of scalable learning systems and programs. Design and/or deliver various learning and leadership development programs. Partner with HR and various SMEs to coordinate the design and curriculum of New Employee Orientation. Maintain and enhance the Workday LMS module, ensuring accessibility, engagement, and career plan alignment. Partner with HR and Texas PSF leaders to identify skills gaps and deliver targeted learning solutions.
Program Evaluation and Project Management
Define success metrics and evaluation frameworks for learning, leadership, and recruiting. Translate data, insights, and trends into recommendations for continuous improvement and strategic decision-making. Measure program effectiveness using qualitative and quantitative data (e.g., participation, engagement, performance outcomes, and feedback. Collaborate on cross-functional project planning initiatives, including scope definition, timelines, milestones, dependencies, and risk management.
L&D Vendor Management
Conduct needs assessments and research vendors to facilitate leadership development programs across multiple levels. Own vendor strategy, selection, and ongoing relationship management for learning and leadership development. Develop and oversee the process for selecting and evaluating L&D content and platform vendors. Partner with procurement and legal to finalize vendor agreements. Monitor vendor market trends and emerging solutions to recommend innovative, cost-effective partnerships that improve scalability and impact.
Recruiting Oversight
Provide strategic oversight of the corporate recruiting function, ensuring effective execution of recruiting activities, university liaison strategy for internship recruiting, and administrative functions. Partner with HR to align recruiting strategies with workforce planning goal. Develop recruiting metrics, dashboards, and trend analysis to improve hiring effectiveness and retention.
Required Minimum Qualifications
Education
Graduation from an accredited bachelor’s degree program in Instructional Design, Learning Technology, Business, or a related field.
Experience
- 5+ years of experience in learning & development, leadership development, organizational development, or related fields.
- Demonstrated experience supervising or leading professional staff.
- Proven experience designing and facilitating learning programs (in-person and virtual).
- Strong project management and cross-functional collaboration experience.
- Experience partnering with senior leaders and HR.
Preferred Experience
Financial services industry or investment background
Preferred Certifications
- Society of Human Resources Management Certified Professional (SHRM-CP), Professional of Human Resources (PHR), or Certified Professional in Learning and Performance (CPLP).
Knowledge/Skills/Abilities
- Excellent verbal and written communication skills.
- Proficient in Microsoft Office Suite or related software.

Physical Requirements
Ability to sit and work at a desk and computer for extended periods. Work requires mobility around the worksite routinely to carry out duties. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 15 pounds.
Travel/Schedule Requirements
Domestic up to 10%.
Hybrid office/telework schedule.
Ability to work/travel outside of normal business hours.
